SUMMARY Directs administrative and clerical support functions for the Sheriff's Office.

PRIMARY DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Co-ordinates training programs for the department. Researches training needs, securing training sources and/or training staff and scheduling personnel for courses. Co-ordinates the weapons training program including securing ordnance supplies and equipment. Plans and conducts various training courses as required.

Directs Deputies in the handling of court papers including subpoenas, writes, eviction notices and Sheriff's sales documents.

Supervises clerical staff in the maintenance of departmental files and directs the staff in the maintenance, custody and updating of criminal records including the posting of arrest and conviction data. Supervises clerical staff in the processing and maintenance of civil records, department correspondence and the typing and maintenance of field reports.

Assists the department in the performance of various special studies and long-range planning. including the draft and revision of a Civilian Employee Policy and Procedure Manual. Prepares and revises job descriptions and procedure manual for Bailiffs.

Conducts wage and benefits study comparing the department to other law enforcement agencies. Assists in administrative functions such as performing as a department community relations representative and providing information on crime prevention and departmental activities to County citizens.

Co-ordinates the department purchasing functions by processing requisitions, monitoring purchasing expenditures against budget and defining specifications for new equipment.

Requisitions and secures communication equipment and supplies in conjunction with the Sheriff's Communication Program. Administers the fleet maintenance program by securing routine maintenance, major repairs, licenses, titles and gasoline supplies.

Maintains periodic contact with the State's Attorney's Office, the Crime Prevention Council and the National Sheriff's Association to exchange information.

SUPERVISORY RESPONSIBILITIES Directly supervises clerical staff, Deputies totalling 20 to 25 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, recommending for hire and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each primary duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE High school diploma or general education degree (GED) and at least five years of law enforcement experience and some supervisory experience; or equivalent combination of education and experience. Must meet all criteria to meet the rank of Captain.

LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, police regulations, operating instructions, legal documents and procedure manuals. Ability to write reports and correspondence. Ability to speak effectively before groups of public or employees.

MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several variables in unusual situations.

PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is frequently required to walk; sit; and talk; or hear. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and distance vision.

WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the primary functions of this job. Normal office conditions with some exposure to individuals who are perceived to have broken laws. The noise level in the work environment is usually moderate.
