POSITION PURPOSE

Coordinates activities of Housekeeping personnel to ensure a clean, safe and orderly environment for residents of the Champaign County Nursing Home.

NATURE AND SCOPE

The Director of Environmental Services reports to the Nursing Home Administrator. Reporting to this position are 8 Intermediate Housekeepers, 1 Part-Time Intermediate Housekeeper, 8 Housekeepers, and 2 Part-Time Housekeepers.

The Champaign County Nursing Home, owned by the County, is a 243-bed licensed facility providing skilled, intermediate and shelter care to its residents as well as adult day care and respite services.

The Director of Environmental Services is responsible for maintaining a clean and odor free Nursing Home which contains approximately 150,000 sq. ft., including 125 resident rooms and 71 lounges, washrooms and service cores. The primary function of the Director of Environmental Services is to ensure Nursing Home residents of a clean and orderly environment, free of hazards. The incumbent plans, directs and supervises the activities of the Housekeeping staff responsible for the cleaning and sanitizing of resident's rooms and furniture, hallways, corridors, washrooms, lounges and other building areas. The incumbent oversees the stripping, waxing and buffing of floors, the washing of windows, etc., ensuring conformance with Illinois Department of Public Health and Public Aid sanitation standards.

The Director of Environmental Services is responsible for the hiring and training of subordinates. The incumbent assigns personnel to designated work areas and inspects work for completeness.

The Director of Environmental Services oversees the purchases of cleaning supplies, chemicals, paper products, office supplies, departmental equipment as needed. The incumbent maintains inventory levels and, as necessary, authorizes budget expenditures. This position ensures that all departments receive and maintain appropriate housekeeping supplies and equipment to function effectively. The Director of Environmental Services obtains cost estimates for department capital purchases and makes recommendations to the Nursing Home Administrator for purchasing approval.

Typical problems which the incumbent encounters is maintaining appropriate staffing levels to effectively carry out Departmental functions. More complex problems addressed by this position are complying with Illinois Department of Public Health and Public Aid regulations with regard to Housekeeping standards and State Fire Marshall directives pertaining to the Nursing Home's fire and safety program.

The Director of Environmental Services has authority to make administrative decisions with regard to the hiring, training and assignment of personnel, recommending employee promotions and terminations, determining appropriate stock levels for department and purchasing supplies necessary for effective Nursing Home operations. The incumbent refers desisions which require policy changes, approval of outside contracts or termination of employees to the Nursing Home Administrator.

The effectiveness of this position can be measured by the number of complaints registered by residents; their families and staff; the number of safety violations cited by the Illinois Department of Public Health and the State Fire Marshall and the number of accidents occurring in the Nursing Home as a result of the Department of Environmental Services deficienceis. Additionally, the condition of the Nursing Home environment directly affects its public image, ultimately affecting admissions.

The minimum qualifications necessary to effectively perform the position duties requires an incumbent to have completed four years of high school, supplemented with three to five years housekeeping experience preferably in a long-term care facility or an acceptable equivalent combination of education and experience. Superviosry experience preferred.
