SUMMARY
Manages probationary service programs for adult and juvenile offenders and manages the overall operations of the Juvenile Detention Center. Assists the Director in the areas of planning and directing the operations and oversees the department in the absence of the Director.
PRIMARY DUTIES AND RESPONSIBILITIES

Manages programs serving both adult and juvenile offenders sentenced by the Court to a term of probation or court supervision. Programs include standard probation supervision for juveniles and adults, drug court-related services, sex offender supervision component, public service employment, home detention, intensive supervision, juvenile diversion, enhanced supervision for domestic violence offenders and secure detention for juvenile offenders.
Supervises, or may act as, the Chief Adult Probation Officer (supervisor), the Chief Juvenile Probation Officer (supervisor) and the Superintendent of Juvenile Detention Center. When a supervisor is absent from his/her assignment, the Assistant Director would be responsible for supervising the daily operational activities.
Prepares statistical reports on all operations within the department. Provides the Director with complete data in order to recommend, plan and budget for the operation of the Department. Provides annual reports on programs and operations within Department to the Director, the Administrative Office of the Illinois Courts and the local judiciary when required.
Serves as liaison and problem solver between community services agencies, other County departments and the Courts.
Assists the Director in planning, implementing and directing the various probation programs and detention programs while managing the operational budget.
Makes decisions regarding scheduling of employees and supervisors, interprets union contracts and resolves issues which may arise from grievances. The Assistant Director interprets County and departmental polices in regards to employees, writes procedures consistent with polices, issues or approves minor departmental discipline and is the final step in the grievance process before the issue is brought to the Director.
Submits applications and completes the written requests for grants at the State and Federal level. This includes the required research and data collection on the grant subject matter. The Assistant Director must maintain strict adherence to the grant format and term requirements. Following receipt of the award, manages the operation of the program and ensures compliance with grant specifications.
SUPERVISORY RESPONSIBILITIES
Manages four supervisors who supervise a total of 50 to 80 full-time probation officers and an additional 10 to 20 part time-assistant detention staff.. Is responsible for the overall direction, co-ordination, and evaluation of each unit. Carries out supervisory responsibilities in accordance with policy, ordinances and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each primary duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
Four year college degree in Criminal Justice with seven to ten years of related experience or a Master's degree in Criminal Justice and three to five years of relevant work experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as rules, operating and legal instructions, and policy/procedure manuals. Ability to write court reports and prepare correspondence. Ability to speak effectively before groups of professionals or groups of employees.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Requires frequent use of judgement. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written or oral form.
