Juvenile Detention Center:

The Juvenile Detention Center serves as a secure, locked facility for minors apprehended by law enforcement.  It provides a secure setting for minors adjudicated of, or alleged to have committed crimes, as defined by the penal statutes.  Juvenile probation officers at the Detention Center prepare reports for the Court; supervise minors within the detention facility and carry out such directives as the court may require.

Juvenile Detention Center Mission Statement

To supervise, educate and care for minors detained at the Juvenile Detention Center.  In addition to ensuring the safety of offenders while in secure care, to also provide necessary programming to address the special needs of the offender population.

PREA COMPLIANCE

The Champaign County Juvenile Detention Center (CCJDC) has a zero-tolerance policy for sexual abuse. The Prison Rape Elimination Act (PREA) of 2003 is a federal law that seeks to eliminate sexual assault and sexual misconduct. This law applies to all federal and stated prisons, private facilities, juvenile facilities, and community correctional settings. These facilities are now required to follow PREA standards, which were issued by the Department of Justice in 2012.

Per CCJDC policy, if any employee discovers a youth in custody of CCJDC has been sexually abused or harassed or is at substantial imminent risk of sexual abuse, immediate action must be taken to protect him or her. It is also our policy to provide victims of sexual abuse with the same services that victims of sexual abuse would have access to in the community unless specific security concerns dictate otherwise.

PREA MISSION STATEMENT

The Champaign County Juvenile Detention Center has a zero tolerance with regard to sexual abuse and sexual harassment. The facility will take appropriate and affirmative measures to protect all juvenile residents of sexual abuse and harassment, and promptly and thoroughly investigate all allegations of sexual abuse and sexual harassment.

INVESTIGATIVE PROCEDURE

All allegations of sexual abuse will be investigated promptly and thoroughly and objectively. The Champaign County Juvenile Detention Center refers allegations of sexual assault and sexual abuse to the Champaign County Sheriff’s Office. The Juvenile Detention Center will also accept reports from outside the Juvenile Detention Center from discharged residents or third parties.
