Mental Health (708) Board and
(377) Board for the Care & Treatment of Persons with a Developmental Disability

Background

The Mental Health (708) Board and the Developmental Disabilities (377) Board were created by referenda approved by the voters of Champaign County. Through passage of the referendums, property tax levies were established to support the mission of the respective Boards. Presently, these funds account for about $6 million of the property taxes collected by Champaign County. Each year approximately 91% of the funds raised through the two levies are distributed using a competitive application process to community service agencies to assist Champaign County residents with developmental disabilities, mental health and substance abuse treatment needs.

Duties

The CCMHB and the CCDDB are the local mental health and developmental disabilities authorities for Champaign County. The CCMHB is responsible for planning, coordinating, evaluating and allocating funds for the comprehensive local system of mental health, developmental disabilities and substance abuse services for Champaign County. The CCDDB has essentially the same functions, but is limited to developmental disabilities.

Duties associated with these responsibilities include preparation of a Three Year Plan with annual review of supporting objectives, setting criteria for evaluating program proposals supporting a system of care, analysis of requests for funding and contract monitoring to evaluate program performance and to maintain financial accountability.

The mission of the CCMHB is the promotion of a local system of services for the prevention and treatment of mental or emotional, developmental and substance abuse disorders in accordance with the assessed priorities of the citizens of Champaign County.

Developmental Disabilities Board Mission Statement

The basis for the mission and policies of the CCDDB is the County Care for Persons with Disabilities Act, 55 Illinois Compiled Statutes 835 which can be found at http://www.ilga.gov/legislation/ilcs/ilcs3.asp?ActID=3834&ChapterID=11.

The mission of the CCDDB is the promotion of a local system of services for the treatment of developmental disorders in accordance with the assessed priorities of the citizens of Champaign County.
